HAWAII GEOGRAPHIC INFORMATION COORDINATING
COUNCIL
Draft Charter
I. PURPOSE
- The Hawaii Geographic Information Coordinating Council recognizes the development of
Hawaii's geographic data resources depends on all parties working together: Federal,
State, and local governments, non-profit organizations, community groups, Native Hawaiian
organizations, academia, and the private sector. The Hawaii Geographic Information
Coordinating Council proposes to work with these various sectors through such
organizations as the Hawaii ARC/INFO and Intergraph User Groups, the State Mapping
Advisory Committee, and the Hawaii Board on Geographic Names. The forum for coordination
with these communities could be in the form of presentations, committees, working groups,
projects, newsletters, workshops, bulletin boards, web sites, and data directories.

- The purpose of the Hawaii Geographic Information Coordinating Council is to provide a
forum for:
- Coordinating the development and management of geographic information throughout the
state of Hawaii.

- Achieving cost savings to promote efficiency, avoiding redundancies, and encouraging
partnerships.

- Ensuring that current and accurate geospatial data will be readily available to
contribute locally, nationally, and globally to economic growth, environmental quality and
stability, social progress and to protect our cultural heritage.

- II. OBJECTIVES OF THE HAWAII GEOGRAPHIC INFORMATION COORDINATING
COUNCIL
- The objective of the Hawaii Geographic Information Coordinating Council is to build
partnerships among all entities with an interest in geographic information. The Hawaii
Geographic Information Coordinating Council will assess the needs of, and promote
coordination within the spatial data community by facilitating communication among the
Hawaii Geographic Information Coordinating Council, the local community, the private
sector and the Federal Geographic Data Committee (including lead agencies, subcommittees,
and other working groups). The Hawaii Geographic Information Coordinating Council will
pursue this objective through the following initiatives:
- Coordination: Provide coordination among the surveying, mapping, remote sensing/image
processing and related spatial data communities to resolve issues and pursue
opportunities. In addition the Council will coordinate with the Federal Geographic Data
Committee.
- Communication: Strengthen existing and build new communication mechanisms through
information gathering and distribution among all sectors of the surveying, mapping, remote
sensing/image processing and related spatial data communities within Hawaii.

III. MEMBERSHIP
- The Hawaii Geographic Information Coordinating Council will provide statewide leadership
for the surveying, mapping, remote sensing/image processing and related spatial data
communities. The member agencies identified below will provide leadership to coordinate
this effort, including the facilitation of information exchange and data transfer; and the
coordination of the collection of spatial data to minimize duplication of effort where
practical and economical. Membership is voluntary and open to all organizations with an
interest in geographic information and a commitment to help realize the goals of the
Council.
IV. ORGANIZATION
- The Council will designate a Chair. The Council will provide staff support for
correspondence, meeting scheduling, newsletters, and mailings. Subcommittees and working
groups will be established as needed. The Council will meet quarterly or as needed.
