Draft Rules and Public Notices

The Department proposes to adopt new rules that would establish requirements for the collection of certain marine life and its related net collecting gear for Oahu only. These proposed new rules would establish 1) a net length limit, 2) commercial bag limits for six species, 3) size limits on four species, and 4) no take of three species. The Department also proposes to amend Hawaii Administrative Rules (HAR) chapters 13-54 & 13-57, adopt a new chapter 13-60.4, and amend chapter 13-75, all pertaining to West Hawaii. Proposed are a SCUBA spearfishing prohibition, limits on the use of lay nets to one net per person per day, seizure of unregistered lay nets, and extending the no-netting area in Keauhou Bay. Proposed restrictions on the take of marine species for aquariums include a list of marine life that may be taken, a no-take list of certain marine species, closing a 1,500 foot section of Ka'ohe Bay to aquarium collecting, and various other measures.
