Statewide Transportation Improvement Program
(STIP)
Fiscal Years 2008 Thru 2011 (+2)
The FHWA and FTA jointly approved the 2008-2011
(+2) STIP conditionally for six months, from October 1, 2007 to
March 31, 2008, due to planning process issues. During the
conditional approval, major changes, that include adding new
projects or completely deferring an existing project out of the
2008-2011 (+2) STIP, were not allowed. Minor changes, such as
deferrals or advancements of existing projects within the STIP were
allowed. However, during this time projects in the conditionally
approved STIP were able to seek funding as they became ready.
Since the conditional six-month approval of the 2008-2011 (+2) STIP
by FHWA and FTA, the STIP has undergone three revisions. HDOT
re-submitted the revised STIP to FHWA and FTA for further approval
on March 3, 2008 along with supporting documentation to address and
resolve planning process issues. In a letter to HDOT, effective
April 14, 2008, FHWA and FTA jointly and fully approved the
2008-2011 (+2) STIP, including the revisions #1, 2 and 3. FHWA
and FTA also determined, as stated in the letter, that HDOT has made
sufficient progress in addressing the planning process issues
aforementioned.

Financially
Constrained 2008-2011 (+2) STIP

To meet financial constraint (for FHWA funded projects only), the
financially unconstrained STIP was reduced by approximately
$200 million worth of projects over the 6-year period. This reduced
program was developed with guidance from public comments and
coordination between respective county agencies and the DOT.

08-11(+2) STIP Survey Results (including project descriptions)
The purpose of these surveys was to help us get a better feel for
the public's perception of priorities (high, medium, low or delete)
for the proposed unconstrained list of 08-11(+2) STIP projects. We
used this guidance to help us make more informed decisions when we
constrained the new STIP. Thank you to those who took the time to
fill them out and send them back to us.

(FHWA) and the Federal Transit Administration (FTA) for their review

would be acted on by FHWA and FTA in October 2007.
