A partnership of Hawaii’s health care industry and
communities statewide planning for Hawaii’s health care future. Our focus
is facilities and services development that achieves access to quality
health care at reasonable costs for our citizens.
This purpose is guided by our philosophy ..

We focus on the critical elements of a well functioning
health care delivery system including:

quality health management practices
These elements keep health care delivery responsive
to community needs and health care industry standards. They also work in
concert with utilization capacity thresholds to guide the development of
new, modified, or expanded health care facilities, services andtechnology.
Further, analysis of need for facilities and services looks at patient
origin data and use rates of existing services and market share forecasting
based on actual utilization rates.
Hawai`i’s Health Outcomes
Plan…the Hawai`i Health Performance Plan (H2P2)
Developed by a partnership of Hawaii’s health care
industry and communities statewide, this is the state’s statutorily mandated
health services and facilities plan. It represents the foundation of all
SHPDA activities. Its focus is on health care performance outcomes...the
"why" of health care facilities and services development activities.

Integrated in private sector strategic plans of several
health systems and health organizations.

Helping small business on the Big Island – our Big Island
Council partnered with the Chamber of Commerce to establish much needed
and affordable employee assistance programs for small businesses on the
island. In this way, substance abuse services became accessible to over
100 employees.

Educating seniors about prescription drugs – our Honolulu
Council designed and partnered with a major bank to distribute prescription
drug information to over 71,000 seniors.

Bringing together community resources to help children
with asthma – our Windward Council formed the first ever Asthma Coalition.
The Coalition established pilot projects at four public schools, developed
an Asthma Resource Book and has applied for asthma grants.

Established dental task forces and alliances – our Kauai
and Maui Councils are helping their communities more effectively deal with
the epidemic of dental caries.

Streamlined the certificate of need program into a data
and outcomes driven process to regulate our "public utility" of health
resources. Ninety percent of applications are processed in under two months
– our record is three weeks.
Certificate of Need — A planning
tool…
Health care is a "hybrid" public utility and as such is regulated
by the state to insure that access to care is upheld, quality is ensured
and reasonable costs are maintained. The Certificate program values community
input in all decisions rendered. All community input is based on review
of data and guided by criteria set in law. Over 100 Hawaii citizens are
members of SHPDA’s review councils.
Statewide Health Coordinating
Council (SHCC)…
Composed of a solid cross section of Hawaii’s people,
the Council reviews certificate applications and hosts an impressive monthly
series of meetings focusing on the pressing health issues facing Hawaii.
Subarea Health Planning
Councils (SAC)…
"Grass roots" health planning at its best. These
Councils develop and implement H2P2 in their communities. They are the:

Plan Development Committee
(PDC)…
This standing committee of the SHCC is a prime example
of private-public partnership. This "workhorse" of a Committee developed,
researched and wrote H2P2 together with the SACs and other community partners.
