EIGHTEENTH LEGISLATURE, 1995
STATE OF HAWAII
         SENATE CONCURRENT RESOLUTION
                
URGING A STUDY ON THE MERITS OF ESTABLISHING A SINGLE ENTRY
           POINT FOR LONG TERM CARE SERVICES.

           1 WHEREAS, long term care is one of the most pressing
           2 health care issues in Hawaii today; and
           3
           4 WHEREAS, to meet the growing demand and complexities in
           5 the area of lang term care, the State must look towards methods
           6 or systems which will allow the State to effectively manage its
           7 long term care needs; and
           8
           9 WHEREAS, a "single point of entry" for long term care
          10 services is a method which may simplify access to long term
          11 care services because it provides a local or regional access
          12 point where consumers receive information and assistance,
          13 assessment of needs, care planninq, and authorization of
          14 services; and
          15
          16 WHEREAS, a single point of entry is only one component
          17 of a comprehensive long term care system which also involves
          18 working with state resources to help individuals become aware
          19 of the services available; and
          20
          21 WHEREAS, a number of states have already established
          22 single points of entry to long term care services, but the
          23 systems have differed from state to state due to demographics,
          24 geography, and government structure; now, therefore,
          25
          26 BE IT RESOLVED by the Senate of the Eighteenth
          27 Legislature of the State of Hawaii, Regular Session af 1995,
          28 the House of Representatives concurring, that the Governor is
          29 requested to explore the merits of establishing a single entry
          30 point for long term care services in Hawaii; and
          31
          32 BE IT FURTHER RESOLVED that the Governor may use models
          33 of systems from other states in exploring a system appropriate
          34 for Hawaii's environment and population; and
          35
          36 BE IT FURTHER RESOLVED that the Governor report his
          37 findings and recommendations to the Legislature twenty days
          38 prior to the convening of the Regular Session of 1996; and
